Hi, i had the same problem running dedicated servers. After quite some digging we found out that modifying the lua_config files with the correct flag integer you can add the waiting time before race. We are still not sure if moving to next session with the web interface it can carry over the function but at first server launch it works!
unfortunately never was. You can download the servermanual from pCARS2 and search in their forum, but there never was a really good manual. Its like learning a programming language by analysing code snippets w/o having a book But if you have knowledge, please share
