Yes, it's correct for certain cars (mostly new ones that are way more detailed). Dunno what this has to do with you not being able to race anymore though...
Yeah, the limits were toned down with a recent update. For a quick an easy boost to 25 opponents select your car and corresponding opponents via 'All cars & Tracks' rather than the series. Even this was reduced from 35 to 25'ish, though. At your own risk (nothing serious, just potential CTD or general instability in-game), you can also edit the series files themselves with notepad etc. to any number you want.
