Since swapping out my old GTX 970 for an RTX 2080 I've been getting fps of between 25 - 40 fps. Not a drop of 25 to 40, but in total. I do have settings on full at 2560 x 1440 but I was easily getting 70 to 90 fps with my old card. The only thing that's changed in my setup is the new card.

    Any ideas?

I'm having FPS problem too, but I don't know which is the problem, casually I changed the video card too, from 950 ti to a 1660 gtx, but also I changed the wheel from g27 to an accuforce, I also add +8gb ram (16gb in total) and I'm having the same problem than you

Maybe installing DX9 drivers again will help?

Have you tried deleting your profile folder and letting game create a new one?

Really weird I gotta say. I'm using gtx1070 and getting around 140fps with triples @1080p. Wonder if the Nvidia drivers are causing this? I've had issues with the recent one out in July and had to roll back but I think there's a new one out in last week!
