Technically speaking your definition of "mod" is correct, but it's not unusual among racing sims for "mods" and "skins" to be separate categories. Personally I think "skins" should be used for this thread, because the title made me come here thinking someone had found a way to overcome the issues surrounding proper, non-skin-related modding. They clearly haven't. Skins have been known about for weeks already.

Clickbait. Skins are not what i'd consider mods. New cars, tracks and so on (wich is unlikely to happen soon unfortunately) are.

you're right if you like to have it totally accurate. But if you want that, there are also many liveries in a given time, nobody remembers, cause they didn't look look so extremely cool. Thats why most people like it more "look alike", that great old skins you know from pictures and posters. They don't care if it was from 1999 or 2004, though there are many differences. And on track in the sim everybody wants to drive the cool Ferrari, Red Bull, Beneton, whatever. Just as example. I really like the till 2018 Williams Martini skin. But who really likes that awful new one? And there is no really intention to spend hours to create skins, nobody likes to drive on track. Be sure, if tabacco advertisement would be allowed in current times, there would definitelly be a Marlboro arround on tracks and people would like it. Driving your favorite skin doesn't make you faster or cooler, it just make you happier.
