Is there a way to configure 2 devices to shift gears, ie paddles and sequential shifter?

    At the moment. No.
But if you've Fanatec base + shifter:
    Go into the driver
    Go to the second tab
    Check something
Then the base recognizes both as the same.

Is it possible to use JoyToKey and assign multiple controller inputs to the same keystroke? I haven't tried JoyToKey, so I don't know if that feature is supported.

Or maybe this can be done with vJoy? I found various internet search results that suggest that it can be done.

This has been discussed a couple of times in the past. Note this comment discussing JoyToKey with an instructional video - I suspect this is what you're looking for:
    Mapping paddles and sequential?

Also - note this comment, mentioning combining JoyToKey with another tool called "AMSMadness".
    Alternate controls for shifting up/down

...I personally don't use these tools (as I have no need), but JoyToKey looks like a pretty obvious solution and the instructions make sense to me (changing the control to a generic key, then using JoyToKey to map multiple controller inputs to that key).
