AMS2 Keeps Going Unresponsive In Menus

Just as the title says. Reinstalled the game last night and caught up on DLC, and now the game struggles to even launch. Often takes 4 or 5 attempts of just trying to even get to the main menu, sitting for sometimes over 10 minutes before it finally gets into the main menu screen. Then, at extremely random points, the game will suddenly stop responding and I need to close it with the task manager. It's perfectly fine if I get into races, it's ONLY in the menu's. Doesn't matter which one either. It's happened in Single Race, Championship setup, points setup, options, the main menu itself, never with any error messages or crash messages either.

Running an i9 processor with an RTX 4070 TI, 64GB of DDR5 RAM. This is the only game this is a problem on, I can run other more intensive games just fine, including streaming iRacing at 1440p 60fps with near max graphics with no problems, so I know it isn't a system issue. (I've ensured all my drivers are up to date, verified the game files several times, tried deleting the graphicsconfig file several times, full reinstall, PC reboot, never any impact.)
