What are the weight penalties we get using driving aids in Time Trial?
Depends on the car. Here is an example for the Super V8. The weight penalties are given in % of the car's weight.
Auto Clutch: 0%
Auto Blip: 2.5%
Auto Lift: 2.5%
Traction Control Low: 1.0%
Traction Control Medium: 1.5%
Traction Control High: 2.0%
Anti-Lock Brakes Low: 1.0%
Anti-Lock Brakes High: 2.0%
Stability Control Low: 4.5%
Stability Control High: 7.0%
What files are these definitions in?

The weight penalties are defined in the hdv files. Unfortunately there is no way to access them as they are encrypted in the exe.
I used MoTeC to obtain the penalties.
I'm surprised the SuperV8 gets a penalty for autoblip and lift as it has a sequential box and my understanding is that you don't need blip and lift for it which means it doesn't get a penalty for using it (just like a car with ABS built in doesn't get a penalty for using ABS with it).
Would be good if someone from Reiza could list all the penalties as these figures seem pretty substantial.
Super V8 has sequential box with powershift that dose content blip and lift feature when you pull and push the shift lever. Just leave the options off.
But this function dose not come with all sequential box, with such gearbox you still need to blip or lift when shifting sequentially, otherwise it would be very hard to even put the gear in
So are these weight penalties given only for Time Trial or are for races online and single player as well?
The weight penalties are for every mode
Every mode as Krusti said but not every car. A fair few mod cars don't have the penalties config in them.
