Im Still questioning the idea of a mandatory rating anyway. It turned out just to be a grind, best done in privacy leagues in Project cars 2. That rating does not mean much if you boost yourself with some friends. Took us just 5 days to get to S1800 that way. All you need is a second Donor Account on Steam. (Family Account)
Nope. No confirmed release target for this feature. They had only hinted at QOL items for MP (netcode, dedicated tool improvements, etc). Lots of other things for them to address first. Rankings will only allow hosts to lock out low ranked or unskilled people from servers (if similar to PC2) and segment the already tiny online player base. Hopefully their plans for multiplayer will be bigger, the ability for a host to use DLC on a server and that server still being available to all players (including those who don't own said DLC) is already a good step in that direction.
