Reiza devs now added a full folderstructure in \Vehicles\Textures\CustomLiveries\Overrides where you can place your custom liveries per car and a xml file to control what to be overwritten.
The first implementation works very well for me. I think its a bit rough for unexperienced users, but as allways in case of modding and addon creations, there will be creators and there will be users ;)

i added my Super V8 collection with edited xml file as example.

    Dropbox - SuperV8 2.01.zip - Simplify your life
    Link updated!

more to be found on my Discord, including great work by some really good, well known painters

currently most are older replacement files.
New Livery System packages will be online as soon as possible ;)

I have a question, how do I know which number will I use in this parameter?

    <LIVERY_OVERRIDE LIVERY="51"

LIVERY IDs can be viewed in the game UI by running the game with -showLiveryIDs switch/launch option.
Steam, right click the game, properties, set launch options.
    Insert:
    -showLiveryIDs

Edit: Shame there's no proper in-game editing, or online viewing of liveries :-( I thought I'd read that it was coming somewhere though, so still hope I guess?

Hehe .. your first explanation was clear enough, don't worry, however, do you know if there is any way to apply wheel skins too?

    MP tranceives only livery IDs.
So if a driver drives ID 53, Player A sees what is assigned to ID53 on his PC, Player B sees what is assigned on Player B's PC. So no problem technically.
Custom liveries just increase personal immersion.
For leagues or public events with public viewers the race organisation should distribute a package to all participants.
In AC it works similar. But there the livery points to a livery name. That doesn't assure, that someone uses the same livery, just any livery with the same name.

    BTW.
Rapael C, the information you asked for, you could read in the provided xml's :p

on mention of other parts of the car. You can just override, what the devs have opened to override. All possible parts are in the xml's. On some cars you'll find windshield banners to be exchanged. You could try that on other cars, but you'll see that it will not work.
So, they seem to parse only items per car they wrote into the xmls per car.

    Preview File creation -
I'm using GIMP and I've been able to get a skin created for Puma 052 but cannot seem to figure out the process for creating a DDS preview file -
I've attached the selection screen and the showroom screen. Using Index 64.
How does one go about creating a preview file for a skin?

You need to create two different images.
You already have the dds of the template.
Now, you must create an image of the side of the car.

you have to start with a template template file.
Here you see all parts were the paintings get projected
e.g. load the Mini HCW template and save as dds.
    mini1.jpg
Edit the xml and you'll get this
    20210121112429_1.jpg

then paint a bit in you template
    mini2.jpg

    ...and save again
    20210121112818_1.jpg

The grid layer must be disabled in Gimp, Photoshop , paint.net etc for final file
a finished skin can look like that then

    i dont use Gimp.
But, make a screenshot in showroom or on track with the right view, cut out the space around the car and create an alpha channel.
In alpha channel paint everythin white that has to be visible and paint black every part of the picture you want to see through. Then save as DXT5 w/ alpha.
As to be read in the xml template the preview files should be sized 2048 x 600 px

I tried to make the same basic livery as your Mini one above and failed, lol I can't even figure out how to paint using Gimp! So many options and non are easy to understand.

yep. The first problem to solve is: know your tools!
DaVinci also didn't paint his Mona Lisa the first day he used a brush ;)

Time for me to start painting my own liveries as well.
I have a 17 year experience in 3D creations and did use Photoshop and Bodypaint3D from Maxon a lot. Now I only need to find the time to make it happen. :D
@Wolfgang Herold I like your mini painting. :)
