DLC Content isn't visible in game

I own the Racing USA Part 3 and Barcelona DLCs. They are both in my steam library and

 

I accidentally posted this without finishing.

They are both in my steam Library and installed but not showing up in game.
Any help?

 

Do you use mods with custom bootfiles?
