Does a hot break heat the rims and tires? Is this simulated?

Yes. For example, if you close your brake ducts it heats up the tyres.

awesome. Is it simulated enough so it can be used as a strategy to heat the tires for classes w/o warmers? Like, on the outlap break hard to bring the break to 600+, drive back in the pit and then chill and let the hot break heat up rims and tires?

Hot brakes are exchanging energy with the rims and they exchange heat with the tires, yes - thing is that you are raising their internal temps more than surface, so you cause tire pressure to blow up more with that due to expanding gas while tire surface elements might still be not as warm as quickly (transfer between tire internal and tire surface components is slower than rim and tire internal).

With warm brakes alone you aren't effectively heating your tires homogeneously, but it certainly helps to heat and hot-pressurize them thoroughly.
