What's the situation with livery templates/sharing in game?

I saw some chatter about getting file templates through the beta program - will the templates be released in general with the Early Access program? I've not really seen any details on this and it's a pretty big part of what I like in a sim.

How will sharing liveries work? Same as PC2? (i.e. a single custom livery file that you'd have to get other people to download externally to be able to see your livery?)
