Block the FPS ?

You have to do that with your graphics card app.

 

Use -fpscap XX in steam launch parameters. I use 62 to lock to 60 (No idea the extra 2 fps are needed)

 

Is capping fps on steam better than using vsync? Thanks.

 

Steam cap is better than V-Sync. But if you close Steam in the background, then cap the FPS in your graphics card app like NVidia, or AMD.

 

RTSS cap to 60 and get MSI Afterburner to start with PC that way a system wide cap. Look at the video below to see how and also look at the frame time graph, how much more stable the frame time becomes with a cap.
