Dedicated Server - can't enable track penalties and ranking

hi,
trying dedicated server and if i go in the webpage 127.0.0.1:9000 i can change options but if i enable track penalty and save, look like ok but when u refresh the page is off again, infact in the game u'll ever see track penalty 0 .. same for ranking, can't enable
anyone had this issue?
any tips ?
can be changed by modifying some files or whatever?
