Well, yes, it's a 'mod' however, it's Game Stockcar / Stockcar Extreme content converted to rF2. Unless it's some special situation or permission has been given, I don't think their content can be converted and distributed. Afaik, that content would still fall under some type of copyright with REIZA. Just curious...
I'm sure it is, but at the same time this is the same old thing with mods, a lot of mods just happen to be conversions coming from other sims, and generally there's no need to make much of a fuss.. I personally don't think Reiza cares much about some people using their models for some free to install mods in rf2
