I had this same thing in VR It appeared my AIO monitoring tool was the culprit Once disabled then it was a butter smooth experience ymmv though
Launching in steamvr is only if you want to experiment with openxr toolkit that has lot of value tbh especially with the recent mod I mentioned...
I have had this issue before ymmv but fixed it for me was to close steam and meta app then start all over again good luck
