Hey, how about providing a bit more detail to your report? Of course it's not normal, it's obviously not a widespread issue. Do you have the "extra brake" control assignment mapped by any chance? (If so, remap it to something like a button) What is the actual hardware you use? (Pedals/Steering) Is the problem still happening if you apply some deadzone to your brake pedal in ingame and/or driver settings? Cheers!
I have an Ali Express hand brake which I have mapped in AC and AMS2. In both cases, I've found that on first running my computer the handbrake needs to be activated once to 'clear' its input, otherwise any cars that use the handbrake will be affected by it. That's my first thought on seeing this footage.
And this is why some people better stay on a console. Honestly. Pc gaming isn't that easy sometimes. Peripherals can interfere, have bad deadzones, have bad potiometers or internals. Maybe said program needs an update or anything else. Seeing the video.. Its likely either there's brake or extra handbrake input applied. Add some deadzone. Either verify the cache, reset setup, etc. But likely the brake. Maybe bad potiometers could also be it.
