Exact effects of TireManagement and StartSkill?

    Hai hai everyone~

    I've spent some time combing through the patch notes from 1.4.x to the present, and I have a few questions with regards to two parameters: TireManagement and StartSkill.

    TireManagement has an effect on tire wear for the AI drivers, but what value is exactly equivalent to whatever AIWear is set to in the tire files (ie. no wear bonuses OR penalties)?

    StartSkill is documented in 1.4.x patch notes as affecting how often an AI car "bogs down" at the start, but I don't notice this at all for rolling starts despite having an AI car with this value set to 1; does this value only effect standing starts?

    It adds variation to AI's reaction to green flag, be it standing or rolling start.
