I did a quick test, on Silverstone 1991 Overcast gives me 98-112 fps, The same settings but with light cloud i get 96-127 fps. So the top is cut off and the maximum is less, but the minimum is almost the same, and that is the most important one for me
Overcast allows the headlights to turn on and light the road, and headlights are a big fps killer especially in VR
