How to Fix Auto Roll Start

Hello,
As per the title I'm trying to fix my auto rolling start in the game. Problem is, I have the setting disabled and my car still rolls on the start, and it stays in some random gear every time. How do I fix this

 

You have to set the game to to manuel formation lap or do a standing start

 

Where do I change to manual formation lap? I also have standing start enabled. How do I also fix my car spawning in a random gear and not in neutral?
