I really enjoy the circuits created by the 'mod'ers. Unfortunately, I keep seeing penalties being handed out during a race. Even though I have imposed the penalties, I still receive a penalty when presenting the results. I would like to include these circuits in a championship (and that is not possible with these penalties). What causes this penalty to appear at multiple circuits? What needs to be done to solve this (This is probably not that easy, otherwise we wouldn't have this problem)?
