Even after doing all troubleshooting, reinstalling ams2, disabling onedrive documents, turning off controlled folder access, none of it seems to be working for me.
There must something that interferes with your mydocumentsfolder. Likely something like administrator-access. Alternatively I think you can try to go ingame. Change anything you want. Then alt-tab and put my documents or the files to read-only. Reboot AMS2 and see if changes didn't revert to default. However, I think there's an administrator-acces or user-access not set correct.
If you've a spare computer/laptop install AMS2. Boot it up and see if settings safe. If yes, then I would suggest to back up all the important files on your computer and reinstall your Windows 10/11.
Right click your Automobilista 2 folder in your Documents folder, select properties, then security. Make sure you have full permissions on this folder. Here's what mine looks like. All 3 "users" have full access to folder.
