Since Reiza can't allow official mod support as per their agreement with S397, there are certain things that outsiders don't know how to do. I can't find any unofficial mods that have Reiza's drivetrain model, and I know no one has figured out how to get dynamic track working.

Is there anything in Reiza's agreement that would preclude their employees from accepting side work to make fully functional mods, so long as they don't reveal any secrets? Fake names for cars and tracks could be used to avoid trademark infringement.

I wanted to start working on a classic Trans Am series mod myself, but the lack of mod support kept me from it. I'd be more than willing to throw a bit of cash in a crowdfunding campaign to see it realized by people who know all the tricks of code.
