should work just as before, the cars themselves didn't change they just no longer got restricted for the AI to select. As long as you own one car...

I don't for specific cpus, there's just too many to reasonably test and I don't have something similar on hand. I suspect you'll be fine at 10
there are two settings for it, one for when there are active sessions and one for when it's just listening for server browser/new host allocation...
As a test I set it up this way for ERS but since I didn't yet get chance to look into feasibility for the others it remains undocumented for now....
