Yeah - I misread your post. increasing drag would also increase fuel burn. Whether by this amount - I have no idea.
I guess you are reducing drag, therefore the car is reaching higher top speed, running at higher RPM and burning more fuel.

I think you may have misremembered something. Lowering FEI won't introduce latency as it is simply reducing the strength of effects. But...
