Yes, the in-game damper now adjusts damping for the custom file as well. Setting the slider at 50% makes it "1", that is neutral, as it was before.
It does not wash away small stuff too much. For kerbs you would have to try and see what you're ok with. Imo the steering is the most important...
The damping slider should be able to help you with that to some degree. Try 50-100%.
