Its more likely your racing lines and breaking that makes you slow. On the Nordschleife I went from a 8:51 to a 8:25 just by studying the racing...

I dont think this engine is able to support upscaling. Maybe one day, but you could try and give Lossless Scaling a look Lossless Scaling on Steam
