   Hi,
   I did the above 10 times...
   I deleted the steam cache, I have no mods, I checked the game for integrity (had 7 errors corrected) but am staying in the above mentioned loop
   I then rolled back to previous build (all works fine) but when I try to reinstall it is the same issue again.
   Any help for me?

   Could it be that you've installed Zero to Apex or any other career-application? Please remove or update those and see if it works again for you.
