I don't understand why we don't have COTA yet.

There really are any number of factors. Firstly, having a license to use the track in the game - and then it needs to be laser scanned (or a scan acquired) and then modeled, textured, etc, followed by testing, bug-checking, etc. It's certainly not a 5-minute process.

Would be interesting if tracks like COTA and BRNO could be licensed and how easily they could be imported from PC2 (if that's a possibility) though. I'm sure updates would need to be done but I imagine it would cut some time compared to modeling and texturing from scratch.

Le Castellet Historic would be nice, cause it had gravel and sand beside the track instead of tarmac with those ugly blue lines. :)

"Firstly, having a license to use the track in the game"

Therein lies the problem. Strange twist of the law to require a license to reproduce a track that's open to the public, when US law acknowledges the right to publish an image of anything they can see from a place they have the right to go.

We have "Kansai" in Ams 2, as they obviously have no license for Suzuka. But who cares bout the name itself, as long as the track is there in game?
And there are tons of tracks in Europe, where the "big" series do not race anymore. So, why just not ask those circuits? Licenses would not be too expensive. Problem: Reiza is a brazilian enterprise and Europe is far away. Above that, nobody ever made laser scanned data of tracks like Dijon or Magny Cours for racing titles. So, beside any legal problems, Reiza had to collect the needful data on their costs.
In the end, it is just about money.

There is one track, which is in almost every racing title, no matter if it's a sim or rather arcade:
Spielberg! Cause they take it as advertisment for Red Bull and obviously do not care too much about what they get for.Every game has their license.
