Having the licence for a series doesn't mean you get a license for the vehicles that take part in it.

I mean it depends on the license and AFAIK the WEC license means they get all content

AMS2 has IMSA license, and Ferrari GT3 is driving in IMSA though

yeah because the IMSA license is for the branding of IMSA, not the vehicles. WEC license isn't the same format.

I believe Raceroom/ KW Studios has very good connections to german racing teams and racing series owners such as the ADAC (DTM, GT Masters, Prototype Cup etc.), this will surely help to get the licenses for a car like the Ferrari.

I think the opticial presentation of the 296 GT3 is the worse in all of the Sims, particular the Dashboard is just bad. Driving wise it‘s absolutly brilliant.

And keep in mind: The Ferrari GT3 is not part of the premium pack!

yeah lol, Reiza could have just as easily given us official liveries to the cars before 1.6 and called it a day. But luckily they did not.

Liveries are also a different license. The IMSA license was just for the races

Differs from agreement to agreement, but I believe that it's a condition of 'LMGT3' homologation is letting the ACO licence them. One reason they're always so desperate to try and pretend the rules are their own and not the generic FIA spec.

IMSA licence for sure doesn't guarantee brands being included, but I'm sure it would help any discussions to licence cars that are in it. There's a reason Raceroom have one Ferrari and one Lamborghini.
