Is it possible to not let server move to race if driver is alone in the server?

As you know we have a public server in EEC which you can find the info here EEC Online Racing (Public server and Leagues)
But someitmes people start a race when they are alone in the server thus server gets locked
I really wonder why anyone would do that but since we can't expect everyone to have common sense (or since it's impossible to open their head and put it there by force) is it possible to not let server move to race if driver is alone?
