AFAIK, not outside of the loading screen. Would be an nice feature to have though. A scalable minimap and a live map for replay/monitoring seems nice.
Can be done with dashboard apps. I use Dashpanel, not for that though, but it has a full track map and it can be set as an overlay in game or use it with a mobile device.
You can use Second Monitor. It shows the whole track, positions of all the cars and the (sector) times of everybody, best (sector) times. You can even use it for telemetry and improve your car.
