I understand that the Windows 25h2 update doesn't help against the stutters. Both Windows and nVidia are sending a lot of data (to their own servers) while gaming. That could be the cause of the stutters.
VD says the old driver is for RTX 30- and 40 series. Their latest driver should be used for all other GPUs. If you want helpful tech support, go to their Discord channel.

May sound like a daft question but how do you rollback a driver? I updated my drivers to the most recent before playing. I use oculus link cable to play but still got stutters

    any help appreciated

    Finding micro-stuttering isn't easy.
There are dozens of culprits. Some tracks use more performance, some cars do too, some skins use more VRAM, mods, etc. Different times of day, seasons, Chrome running in the background with 20 tabs, Epic Store (etc.) updates running in the background, etc.

With SimHub, you only need to use a poor configuration and it will stutter; the same applies to Simcrew and other tools.

I once had a button on the JoyToKey ButtonBox stick, causing a 10% CPU usage. Even a USB device that isn't properly plugged in and keeps reconnecting can cause problems.

These trivial things add to the usual bottleneck issues.
